PDS-VAL v15

1. Enhancement:  Added the capability to validate non-contractor CAGE codes 
against the DLA CAGE system.  Along with this change, contractor CAGE codes not 
found in SAM will produce fatal errors.  Before, they were warnings.

2. Enhancement:  Added format validation for National Stock Number (NSN), 
Preferred NSN, and Replacement NSN.  An NSN must be 13 alphanumeric characters 
where pos 1-4 must be numeric and a valid PSC. (Warning)

3. Enhancement:  Added checks against the contracting officer’s signature date 
and the contract’s effective date to ensure that they are not 9 years earlier 
than the processing date.

4. Enhancement:  Modified the Contract Issuing Office DoDAAC validation to 
require the Procurement Instrument Flag to be "Y" only when the contract year is 
16 or later.

5. Enhancement:  Modified the validation for pos 1-6 of the contract number to 
require the Procurement Instrument Flag to be "Y" only when the contract year is 
16 or later.

6. Enhancement:  Added validation to prevent 4 digit order numbers when the 
contract year is 17 or later.

7. Enhancement:  Added validation to prevent 4 digit order numbers on BPA, IDDQ, 
IDIQ, Requirements, Bailments, and Agreements including Basic or Loan contract 
numbers.

PDS-X12 v13

Problem:  Line item address mapping is omitting the mandatory N104 element in 
cases of the N1 segment for Acceptance Location.

Solution: Revised mapping logic for line item addresses to ensure the N104 
element is mapped and it uses the DoDAAC value as the organization identifier if 
the DoDAAC is present in the PDS XML.
