MSC-DTS2 v3

Problem:  A recent MSC-FMS application upgrade inadvertently changed the 
requirement for the PROTOCOL_ADDRESS value that needs to be passed by GEX for 
DTS 821 transactions, which is preventing them from being transmitted to and 
processed by MSC-FMS.

Solution:  Modified the MSC-DTS2 X2U map to source the PROTOCOL_ADDRESS value
from the following entry in the httpbody.tbl lookup table:
PROTOCOL_ADDRESS=https://fms.msc.navy.mil/servlets/oracle.apps.ecx.oxta.TransportAgentServer
vice hardcoding a null (Hex00).
