in a PDS Award XML Line Item for Variable Range Pricing criteria.

2. Enhancement: Added additional logic for matching Conformed Copy for XML

Master Appropriation lookup table. Also added standard line of accounting (SLOA)
Error number to validation output.

=================

Problem: The TRANSCOM-VAL4 message descript contains two fulldesc field
instances, which yields a warning each time it is parsed.
