CARS-DAILY-VAL v5

Problem:  The top level tag and corresponding end tag in the Treasury Central 
Accounting Reporting System (CARS) Transaction Data Extract (CTDE) eXtensible 
Markup Language (XML) file are being hardcoded by the graph as <CTDE> and 
</CTDE>, respectively.

Solution:  Updated the graph to hardcode the top level tag as:
<CTDE_FILE xmlns="http://www.frb.org/CARSTransactionDataExtract">   
and the corresponding end tag as </CTDE_FILE>.
