PAM-DAI-ACK v2

Problem:  In the PAM Acknowledgment eXtensible Markup Language (XML) consumed by 
the Defense Agencies Initiative (DAI), the data property for <runDate> is defined 
as dateTime, which carries an expected format of CCYY-MM-DDTHH:MM:SS.  However 
the PAM-DAI-ACK U2X map is incorrectly applying the format as MM/DD/CCYY.  

Solution:  Modified the PAM-DAI-ACK U2X map to apply the expected format of 
CCYY-MM-DDTHH:MM:SS to <runDate> where the time portion is hardcoded as 
"T:00:00:01".
