WAWF4-INV v6

Problem:  The WAWF4-INV UDF-to-X12 mapping delivered in GEX 5.0 Map Update 08 
omitted changes produced during WAWF testing at JITC in order to allow new REF 
and DTM qualifier codes for the FABS interface.

Solution:  Restored code restriction changes in the production release to 
enable FABS REF and DTM qualifier code requirements.
